You can rent a car or get the public transportation to the Park.
From Cancun:
You have to go to the bus station downtown and take a bus going towards Tulum. Ask the bus driver to leave you at the Xel-Ha Parks entrance; from there is just a 5 minute walk to arrive to the park.
To go back to Cancun:
Yyou have to wait for a bus on the highway or you can also take a public white vans to take you to Playa del Carmen bus station.

From Cozumel:

From Playa del Carmen:
Two blocks from the pier you’ll find a Bus-Station, from there you can take the bus, the one-way-ticket costs $40.00 Pesos per person, and the bus leaves at 09:20am and 10:30am.
The bus will leave you at the main road but the entrance to Xel-Ha, from here it is just a 5 minute walk to get to the cashier’s window.
The only schedules for your way back with the same bus company is at 04:45 p.m., same place, main road.
Or
You can take a taxi, they leave in front of the Bus-Terminal, and to this point they can bring you back. For one way the taxi driver charges you aprox. $ 350.00 - $ 400.00 Pesos and can transport 3-4 passengers and their luggage.
